2004 Gloucestershire Structure Plan

HOW TO OBJECT TO THE EXCESSIVE HOUSING PROPOSED FOR THE FOREST OF DEAN IN THE GLOUCESTERSHIRE STRUCTURE PLAN

Everyone has a right to express an opinion on the content and wording in the Gloucestershire Structure Plan and is invited by the Government to do so in its Planning Policy Guidance.  District and County Councils also advertise in local papers inviting comments to be made on each stage of the development of local plans.

The Gloucestershire County Council has recently advertised for comments on the Gloucestershire Structure Plan at what is called the “Modifications Stage” which is the stage when the County Council publish for public comment how they have decided to alter the Structure Plan in the light of the Government Inspectors Report on the Public Inquiry into the Structure Plan.  This is the last stage before the Gloucestershire Structure Plan is adopted and becomes the guiding plan for the whole of Gloucestershire especially for the amount of development to be allowed in the County.

This plan contains housing allocations for the whole of Gloucestershire including the Forest of Dean.  The Gloucestershire County Council have decided not to accept the Governments recommendations on Housing allocations contained in the Inspectors Report which is available for reference in all local libraries 

The relevant policy is Policy SC.2, Distribution of Housing Provision. The Inspectors have recommended that at least 60% of housing growth should be at Gloucester and Cheltenham (PUA’s) and to enable this to happen, in the Structure Plan, they recommend making other policy and allocation changes for the other areas that make up Gloucestershire  This is set out in the Proposed Modifications starting on page 34.  The Gloucestershire County Council have decided to disagree and are recommending that the Forest of Dean housing provision should be 5324.

The Regional Planning Guidance 10 and the Government's Planning Policy Statement 7 both state that in rural areas residential development should be centred on catering for local needs.  As the Forest of Dean is a rural area, as set out in a paper on this website, Friends of the Forest have calculated that local need to be 981 in the fifteen years to 2016.

I wish to support the recommendations made by the Panel of Inspectors contained in the Report of the Panel March 2004 on the Gloucestershire Structure Plan with regard to Policy SC.2.  There is an excessive allocation of housing for the Forest of Dean District of 5324. It does not comply with RPG10 and PPS7 which states that in rural areas residential development should be centred on catering for local needs, and that the foci for development in the County should be at the PUAs .

4. If objecting to a policy or proposal, please indicate what change you are seeking to the plan to resolve your objection.  Our suggested text follows:-

For the reasons given the wording of this policy should be modified to bring it in line with the Panel of Inspectors recommendations and adjust the housing provision for the Forest of Dean by deleting 5324 and inserting 981.
